The primary purpose of this position, GS-0343-11, Management Analyst, is to perform management analyst functions and provide program management in support of the Hill AFB Publications/Forms and Records Management Offices; and assist the Hill AFB Privacy Act (PA) Officer with specific PA issues.
Evaluate and recommend changes lo policies and procedures to provide administration and management of the Air Force Records Management; Publications and Forms; and Privacy Act Programs.
Perform final edit and review of all publications and forms processed by the office.
Assist in receiving, analyzing and processing Privacy Act/Personally Identifiable Information (PII) breaches.
Prepare detailed plans and performs work measurement, methods and procedures, benchmarking, and/or time engineered studies for substantive work processes as related to Records Management, Pubs and Forms,

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation; knowledge of the concepts and methods used in the evaluation and analysis of agency programs and the skill in applying analytical and evaluative techniques to improve the efficiency and effectiveness of the Records Management, Publications and Forms and Privacy Act Programs. OR EDUCATION SUBSTITUTION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, may be used to qualify applicants for the GS-11 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studied or served, and related customers, functions, resources, and users.
Knowledge of one or more information management areas, e.g., Records Management, Publications and Forms development, FOIA and Privacy Act, mail, records, forms, directives, correspondence.
Knowledge of software specifically developed for the creation and development of AF Publications and Forms.
Skill in executing projects and/or studies within established time constraints.
Skill with creating spreadsheets and manipulating data for reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft.
