WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will be responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs.
As a Management and Program Analyst you will: Develop and interpret guidance on program planning, execution, and evaluation.
Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives.
Recommend effective operations consistent with policies and objectives.
Develop long-range program plans, goals, objectives, and milestones.
Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.
Research new or improved business and management practices for application to operating and administrative programs. ORYou may substitute education for specialized experience as follows:One year of graduate level education at an accredited college or university in a relatedfield of study. ORSuperior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.ORGS-09 LEVEL:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experiencefor this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. ORYou may substitute education for specialized experience as follows:Master's or equivalent graduate degree from an accredited college or universityin a relatedfield of study. ORTwo full years of progressively higher level graduate education leading to a relatedfield of study. OR LL.B. or J.D., if related.ORGS-11 LEVEL:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experiencefor this position includes: Prepare evaluations for a segment or phase of a broader project or study. Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Prepare draft reports and other substantive guidelines and materials. Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations. Making recommendations and conduct studies of employee/organizational efficiency and productivity. ORYou may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. ORThree full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study. ORLL.M., if related. OR
For Grades7 THRU 11: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: demonstrating accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions. - The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
