WHAT IS THE SMALL BUSINESS/SELF-EMPLOYED (SB/SE) DIVISION? The Small Business/Self-Employed (SB/SE) Division provides examinations and taxpayer education services for about 7 million small businesses and upwards of 33 million self-employed and supplemental income taxpayers.

WHAT DOES A TECHNICAL ADVISOR DO? The incumbent provides assistance to Managers, Directors and office Chiefs covering the full range of processing, adjustments and computational issues including those affecting returns and cases representing all significant divisional work streams. The incumbent is responsible for and provides coordination for the Operations, Departments, groups, site and HQ covering the full range of needs and issues.
As a Technical Advisor you will:
- Assists managers to develop and execute the operational plan for effective resource deployment across teams;
- Has involvement in formulating and effectuating the organizations policies and procedures;
- Ensures that taxpayer’s rights are upheld and the application of tax law is both consistent and proper;
- Analyzes and evaluates the efficiency and effectiveness of the local organization’s processing of programs, operations, and accomplishments, apprising the manager of critical items;
- Provides direction and guidance for program continuity and transition;
- Formulates and recommends improvements in policies and procedures for the operation;
- Identifies procedural and systemic problems and provides evaluative comments to the manager addressing the performance of the operation’s systems, processes and personnel;
- Resolves complex issues/inquiries, citing applicable tax laws when necessary, and determining the methods, techniques or customer actions used/needed to resolve difficult matters;
- Monitors programs for timeliness, efficiency, training needs, staffing requirements and operational demands.

GS-11 LEVEL: At least one (1) year of specialized experience equivalent at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Your specialized experience must demonstrate knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience using knowledge of cross functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Skill in recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations; Experience using knowledge of the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Skill in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. OR PH.D or equivalent doctoral degree that demonstrated the necessary knowledge, skills and abilities to do the work. OR Three (3) full academic years of progressively higher level graduate education leading to a doctoral degree in a related field of study that demonstrated the necessary knowledge, skills and abilities to do the work. OR LL.M., if related. You may qualify by a combination of experience and education.
