Stars Program Management Lead Analyst - West Region (Mountain States)

This position is responsible for Cigna Medicare Advantage’s Stars program for multiple states and is aligned to a region of the United States. The Stars Lead Analyst will be responsible for continuously improving quality and overall Star Ratings to achieve 4+ Stars for assigned contract(s) and supporting all contracts in region. Additional accountabilities include managing physician and market leader Stars education and quality improvement activities within the region, for HEDIS® measures and hybrid data collection, CAHPS and HOS improvement, Pharmacy / Part D, Administrative measures, general Stars program education and related activities, as well as other activities as assigned.


  • Responsible for coordinating Stars activities at the regional level within the Market.

  • Assist Stars Director in leading in-market cross functional teams for collaboration on HEDIS, CAHPS, HOS, Pharmacy and Enterprise metrics.

  • Responsible for tracking and reporting Stars Measure data to the Stars Director. This includes working with Network Operations, Partnership for Quality, Coding and market leadership to track initiative for improvement on Stars metrics under the guidance of the Stars Director.

  • Serve as a Subject Matter Expert on all Stars metrics.

  • Conducts analysis and runs ad-hoc reporting as needed on initiatives designed to impact Star ratings to provide insight to future projects.

  • Responsible for pulling, reviewing, and ensuring accuracy of metric level reporting at market level.

  • Responsible for completing projects on time, on budget, and to requirements.

Key success factors include:

  • Ability to assist the Star Director in leading cross functional teams for collaboration on measure improvement

  • Drive strategy based on established targets and also aligning with the Company strategy for achieving the membership goals for 4 Star plans and above

  • Analytical and have the ability to create, monitor, quality check dashboards and data for tracking and reporting performance on Star metrics

  • Lead in market Stars Operational Review meetings

  • Attend market Stars Operational Review meetings as necessary

  • Organize and document meeting minutes and action items during Star related meetings

  • Ability to deal with and manage vendor relationships – including participating in RFP’s, contracting and training of the vendors


  • Bachelor’s degree or equivalent experience required

  • 2+ years of CMS Stars, clinical quality, or healthcare quality improvement experience required, with 5+ years of healthcare or related experience preferred

  • Medicare/Medicaid experience preferred

  • Public speaker capability with excellent written and verbal communication skills

  • Strategic thinking capability

  • Organizational Agility

  • Proficiency in Microsoft Office applications (Outlook, Word, Excel, Power Point, etc.), including experience running web based meetings.

  • Excellent stakeholder relationship management skills

  • High level of confidence and interpersonal savvy

  • Excellent organizational and time management skills.

This position requires that someone reside in one of the Mountain States on the West Coast (CO, NM, UT), with a strong preference to Denver, CO. This person will support the West Region and must go into the office during the week.

For this position in Colorado, we anticipate offering an annual salary of 70,000.00, +/- 20%, depending on experience.

This role is also anticipated to be eligible to participate in an annual bonus plan.
